EVE Frontier's developers are taking a unique approach to balancing the game's dark, lore-heavy atmosphere with its freeform modding ecosystem. According to creative director Pavlo Savchuk, the team views player expression as a key part of the game's fiction, rather than something to be disciplined.
The developers believe that many modders have already gravitated toward the game's design language, and that the team's priority is making sure the game's fiction encourages player expression.

Community developer Ben Sisson explained that the game's themes of transhumanism and mind-body duality allow for a wide range of player creativity, including the creation of apps with cats in them. The team sees all player creations as part of the game's canon, with development director David Bowman stating that 'everything's canon' in the game.
